The African Women’s Development and Communication Network (FEMNET) is a pan-African, feminist and membership-based network based in Nairobi, Kenya with over 800 individual and institutional members across 50 African countries and in the diaspora. 2. Background

FEMNET seeks a short-term consultant to provide targeted programme support during a defined period. The consultant will work on specific, time-bound deliverables that advance the programme’s objectives — ensuring continuity of advocacy, knowledge production, and coordination activities.

3. Objective/Purpose of Assignment

The consultant will provide focused technical and programmatic support to FEMNET’s Climate Justice portfolio. The engagement is deliverable based; payment will be tied to the acceptance of agreed outputs.

4. Scope of Work and Terms of Reference

Policy Analysis & Advocacy Support

  • Track and synthesise key climate policy developments at AU, UNFCCC, and regional levels relevant to African women and girls.
  • Support FEMNET’s preparation for and engagement in key policy processes and negotiations.

Knowledge Production

  • Contribute to the development of one feminist analysis paper or research note as required.
  • Ensure knowledge products are ready for dissemination and meet FEMNET’s quality standards
  • Develop up to 3 knowledge products grounded in Pan African feminist and intersectional analysis.

Programme Coordination

  • Coordinate logistics and content preparation for up to 3 workshops, convenings, or webinars.
  • Liaise with partners, networks, and grassroots organisations to ensure effective participation.
  • Produce post-event reports including outcomes, lessons learned, and follow-up actions.

Monitoring, Reporting & Documentation

  • Contribute to donor and programme reports ensuring quality, accuracy, and on-time submission.
  • Maintain up-to-date programme documentation including partner records, activity logs, and M&E data.
  • Produce a close-out consultancy report summarising progress, outcomes, and recommendations.

5. Key Deliverables and Outputs.

Climate Policy Analysis and Advocacy Support– Support in producing policy briefs, analysis, and advocacy materials on key AU, UNFCCC, and regional climate processes, while supporting FEMNET’s engagement in climate negotiations and policy spaces.

Feminist Knowledge Production- Support in developing high-quality feminist knowledge products such as case studies that are grounded in Pan-African and intersectional analysis.

Convenings and Partner Coordination– Support in coordinating workshops, webinars, and convenings; and ensure meaningful participation and documentation of outcomes.

Programme Monitoring, Reporting, and Learning– Support in maintaining project documentation and M&E sessions and data that will contribute to donor reporting, and produce a final consultancy report capturing achievements, lessons learned, and recommendations

Support in capacity strengthening of various stakeholders.

6. Required Qualifications, skills and Competencies.

Essential qualifications, skills and competencies include:

  • Minimum 3 years’ experience in programme implementation in climate justice, gender equality, or social justice.
  • Demonstrated understanding of climate justice from a feminist and intersectional perspective.
  • Proven ability to produce high-quality policy briefs, research notes, or advocacy documents.
  • Experience working with civil society, feminist movements, or regional networks in Africa.
  • Strong coordination and stakeholder engagement skills.
  • Ability to work independently, manage multiple priorities, and meet tight deadlines.
  • Familiarity with UNFCCC, AU climate processes, and relevant regional frameworks.
  • Experience supporting convenings, workshops, or regional events (in-person and virtual).
  • Proficiency in digital collaboration tools and remote working environments.

7. Duration of Assignment.

The duration of this assignment is 3-6 months negotiable based on the work plan.

8. Liaison, Coordination and Reporting.

The consultant will work closely with   Policy and Programs Manager at FEMNET Secretariat. Prior to the start date, the consultant will be required to have a briefing session with the mentioned staff to discuss the assignment and expected deliverables.

9. Selection of Consultant.

The consultant shall be contracted by FEMNET. The contract will include Withholding Tax (WHT) deduction in line with laws of contracting where FEMNET is headquartered. A WHT certificate will be issued to the consultant. Payment will be done through bank transfer to the consultant bank account. FEMNET will not meet the costs of bank charges. Payment schedule will be agreed upon with the consultant upon successful selection. In case of team/firm applicants, a designated assignment contract manager will be the contact between FEMNET and the team and responsible for all deliverables.

10. Intellectual Property Rights.

The consultant expressly assigns to FEMNET any copyright arising from the outputs produced while executing the service contract. The consultant may not use, reproduce, disseminate, or authorize others to use, reproduce or disseminate any output produced under the service contract without prior consent from FEMNET.

11. Terms of Service.

This is a non-staff contract and therefore the consultant is not entitled to insurance, medical cover or any other status or conditions as FEMNET staff.
