A. What is CSW?

The Commission on the Status of Women (CSW) is the global inter-governmental body dedicated to the promotion of gender equality and the empowerment of women and girls. The CSW discusses progress and the gaps in the implementation of the 1995 Beijing Declaration and Platform for Action, the key global policy document on gender equality as well as emerging issues that affect gender equality and the empowerment of women and girls. The outcomes of each session are forwarded to ECOSOC for follow up.

The principal output of the CSW is the Agreed Conclusions (AC) on the priority theme set for that year. The Agreed Conclusions contain an analysis of the priority theme and provides concrete recommendations for governments, intergovernmental bodies and other institutions, civil society actors and other relevant stakeholders, to be implemented at the international, national, regional, and local level. B. How do I Register for the Hybrid CSW67?

The deadline for the registration of CSW67 is 27^th January 2023. Non-Governmental Organizations (NGOs) that are accredited to the United Nations Economic and Social Council (ECOSOC) may designate representatives to attend the in-person CSW67. Please click here to register for CSW67. Please note, online registration is mandatory.

Due to space constraints, the numbers of attendees to CSW sessions should be kept to a minimum and should not exceed 20 representatives per organization.

C. Important Dates to Note

The active participation of NGOs is a critical element in the work of the CSW. NGOs have been influential in shaping the current global policy framework on women’s empowerment and gender equality, they continue to play an important role in holding international and national leaders accountable to the commitments they made in the Beijing Declaration and Platform for Action. D. NGO CSW Registration

NGO CSW is very vital in the CSW process. This is important because:

Conversations with UN Women – they have advocated with US and permanent mission, US state department regarding issue of visa.
UN Women and CSO partners working on draft letter to the CSW Bureau to make an effort to reach out to US permanent mission and US state department to simplify and expedite visa process for CSW access for CSOs across the globe NGO CSW portal is now open for registration, and you can register here

Promote your organization on the NGO CSW 67 Virtual Portal: –

Apply for a virtual Exhibit Booth and/or Handbook Ad to promote your organization or Parallel Event and engage with NGO CSW67 Forum attendees on the NGO CSW Virtual Portal. This is a great way to promote your organization, group, or campaign and/or your Parallel Event at the NGO CSW67 Forum. E. CSW 67 Africa: Disruptive Organizing 27th February – 3rd March 2023

Although CSW is a recognized global body entirely dedicated to the promotion of gender equality and the empowerment of women, it remains a space that many feminists, women’s rights organizations and activists, girls and women from Africa have limited access to. Following the virtual CSW66, FEMNET in collaboration with APWLD (Asia Pacific Forum on Women, Law and Development) held a series of reflective meetings on the meaningful and effective participation of global south activist before, during and after global advocacy spaces.

This year, we continue mobilizing African women and girls across the 5 regions to demand for inclusion and meaningful and active participation in the CSW67. Some of the concerns raised include:

The global north-centered and tokenistic approach to the conference. Not considering meaningful inclusion, different contexts, existing socio-political power dynamics and how they disproportionately influence the ability of young women and girls from different parts of the world (especially those from the global south) to engage in this space.
Persistence in hosting CSW at New York. Every year CSW is hosted in New York, despite it being an annual international event. The UN also have several regional headquarters all over the world, including 2 regional offices in Africa.
Constraints to attaining USA visa and traveling to New York. These constraints can be manifested not only financially as New York is one of the world’s most expensive cities, but also when considering the USA political and diplomatic relations with many countries in the African continent. As a result of the pandemic, CSW66 allowed limited spaces for in-person engagement (all parallel and side events were held virtually), and these depended on existing accreditation status. For many organizations, attaining this accreditation remains a structural barrier for organisations to join this space. Additionally, relying solely on virtual engagements can limit women’s access to this space, when considering the massive digital divide (costly internet connectivity, limited access of digital devices, erratic power cuts, unstable bandwidth).
Other matters such as having to engage in a different time zone, getting accustomed to different climate, and other cultural differences may also hinder African women and girls’ participation in this space.

A. Qu’est-ce que la CSW ?

La Commission de la condition de la femme (CSW) est le principal organe intergouvernemental mondial dédié à la promotion de l’égalité des sexes et à l’autonomisation des femmes et des filles.

La CSW engage des discussions reliées aux progrès et aux lacunes dans la mise en œuvre de la Déclaration et du Programme de l’action de Pékin de 1995, le principal document de politique mondiale sur l’égalité des sexes, ainsi que des questions émergentes qui affectent l’égalité des sexes et l’autonomisation des femmes et des filles. Les résultats de chaque session sont transmis au CESNU/ECOSOC pour un suivi.

Le principal résultat de la CSW est constitué par les conclusions concertées (AC) sur le thème principal fixé pour l’année en cours. Les conclusions concertées contiennent une analyse du thème prioritaire et des recommandations concrètes à l’intention des gouvernements, des organes intergouvernementaux et d’autres institutions, des acteurs de la société civile et d’autres parties prenantes concernées, à mettre en œuvre aux niveaux international, national, régional et local. B. Comment s’inscrire à la session Hybride CSW67 ?

La date limite pour l’inscription à la CSW67 est le 27 janvier 2023. Les organisations Non Gouvernementales (ONG) accréditées auprès du Conseil économique et social des Nations unies (ECOSOC/CESNU) peuvent désigner des représentants pour assister en personne à la CSW67. Veuillez cliquer ici pour vous inscrire à CSW67. Notez que l’inscription en ligne est obligatoire.

En raison des contraintes d’espace, le nombre de participants aux sessions du CSW doit être réduit au minimum et ne doit pas dépasser 20 représentants par organisation.

C. Les dates importantes à noter

La participation active des ONG est un élément essentiel des travaux de la CSW. Les ONG ont contribué à façonner le cadre politique mondial actuel en matière d’autonomisation des femmes et d’égalité des sexes. Elles continuent de jouer un rôle important en demandant aux dirigeants internationaux et nationaux de rendre compte des engagements qu’ils ont pris dans la déclaration et la plate-forme d’action de Pékin. Elle permet aux OSC d’accéder aux espaces et aux individus périphériques clés de la CSW de l’ONU, dont voici quelques exemples :
Conversations avec ONU Femmes – elles ont plaidé auprès des États-Unis et de la mission permanente, du département d’État américain concernant la question du visa.
ONU Femmes et les OSC partenaires travaillent sur un projet de lettre au Bureau de la CSW afin de faire un effort pour atteindre la mission permanente des États-Unis et le département d’État américain pour simplifier et accélérer le processus de visa pour l’accès à la CSW pour les OSC du monde entier.

Promouvoir votre organisation sur le portail virtuel ONG CSW 67 : –

Demandez un stand d’exposition virtuel et/ou une annonce dans le manuel pour promouvoir votre organisation ou votre événement parallèle et nouer le dialogue avec les participants au Forum ONG CSW67 sur le portail virtuel ONG CSW. Il s’agit d’un excellent moyen de promouvoir votre organisation, groupe ou campagne et/ou votre événement parallèle au Forum CSW67 des ONG. E. CSW 67 Afrique : L’organisation perturbatrice 27 février – 3 mars 2023

Bien que la CSW soit un organe mondial reconnu et entièrement dédié à la promotion de l’égalité des sexes et à l’autonomisation des femmes, elle reste un espace auquel de nombreuses féministes, organisations et activistes des droits des femmes, filles et femmes d’Afrique ont un accès limité. Après la CSW66 virtuelle, FEMNET, en collaboration avec APWLD (Asia Pacific Forum on Women, Law and Development), a organisé une série de réunions de réflexion sur la participation significative et efficace des activistes du Sud avant, pendant et après les espaces de plaidoyer mondiaux.

Cette année, nous continuons à mobiliser les femmes et les filles africaines dans les 5 régions pour demander l’inclusion et la participation active et significative à la CSW67. Voici quelques-unes des préoccupations soulevées :

L’approche de la conférence centrée sur le Nord et symbolique. Ne pas prendre en compte l’inclusion significative, les différents contextes, les dynamiques de pouvoir sociopolitiques existantes et la manière dont elles influencent de manière disproportionnée la capacité des jeunes femmes et des filles de différentes parties du monde (en particulier celles du Sud) à s’engager dans cet espace.
Persistance à accueillir la CSW à New York. Chaque année, la CSW est accueillie à New York, bien qu’il s’agisse d’un événement international annuel. Les Nations unies ont également plusieurs sièges régionaux dans le monde entier, dont deux bureaux régionaux en Afrique.
Contraintes liées à l’obtention d’un visa américain et au voyage à New York. Ces contraintes peuvent se manifester non seulement sur le plan financier, New York étant l’une des villes les plus chères du monde, mais aussi au regard des relations politiques et diplomatiques des États-Unis avec de nombreux pays du continent africain. En raison de la pandémie, la CSW66 n’a accordé que des espaces limités pour les engagements en personne (tous les événements parallèles et parallèles ont été organisés virtuellement), et ceux-ci dépendaient du statut d’accréditation existant. Pour de nombreuses organisations, l’obtention de cette accréditation reste un obstacle structurel à l’entrée dans cet espace. En outre, le fait de s’appuyer uniquement sur des engagements virtuels peut limiter l’accès des femmes à cet espace, compte tenu de l’importante fracture numérique (connectivité Internet coûteuse, accès limité aux appareils numériques, coupures de courant irrégulières, bande passante instable).
D’autres questions telles que le fait de devoir s’engager dans un fuseau horaire différent, de s’habituer à un climat différent et d’autres différences culturelles peuvent également entraver la participation des femmes et des filles africaines à cet espace.
