1. About FEMNET

The African Women’s Development and Communication Network (FEMNET) is a pan- African, feminist and membership-based network based in Nairobi, Kenya with over 800 individual and institutional members across 50 African countries and in the diaspora. FEMNET envisions a society where African women and girls thrive in dignity and well- being, free from patriarchal and neoliberal oppression and injustices.

Founded in 1988, FEMNET exists to facilitate and coordinate the sharing of experiences, information, and strategies for human rights promotion among feminists, activists and women’s rights organizations as a strategy for collective organizing; policy influencing & advocacy; strategic communication; capacity strengthening as well as feminist solidarity and movement building. 2. Background

FEMNET is committed to building and maintaining systems and policies that are not only rigorous and effective but also deeply rooted in our feminist principles. We recognize that institutional strength is not measured solely by efficiency or compliance, but by the extent to which our internal frameworks embody the values we stand for.

To this end, we are intentionally working to ensure that all our policies, procedures, and operational systems fully reflect and uphold our core values: Commitment to Women’s Rights, Integrity, Professionalism and Learning, Intersectionality, Respect for Diversity, and Feminist Solidarity. These values are the foundation of our work and must be mirrored in how we govern, relate, and grow as an organization. We are also aware that, in practice, systems and policies can sometimes conflict with feminist values or organizational culture. Therefore, we are taking deliberate steps to identify and address such disconnects, enhancing coherence between what we believe and how we operate.

Our goal is to cultivate a feminist institutional culture that is principled, inclusive, and structurally sound where rigour and values are not in tension but are mutually reinforcing.

3. Objective/Purpose of Assignment

 The objective of this assignment is to ensure that FEMNET’s institutional policies, procedures, and operational systems are fully aligned with its core feminist values Commitment to Women’s Rights, Integrity, Professionalism and Learning, Intersectionality, Respect for Diversity, and Feminist Solidarity. The assignment seeks to identify and address any gaps or tensions between existing systems and the organization’s values, with the aim of strengthening internal coherence and cultivating a principled, inclusive, and structurally sound feminist institutional culture where rigour and values reinforce each other

4. Scope of Work and Terms of Reference

  • To conduct a comprehensive analysis of FEMNET’s key institutional policies, procedures, and operational systems to determine their alignment with the organization’s feminist values.
  • To examine areas where existing systems and policies may conflict with or fall short of upholding FEMNET’s core values and recommend specific adjustments, revisions that reinforce the integration of feminist values into the organization’s internal governance and operational practices.
  • To support the development of systems and policies that are not only effective and rigorous but also nurture and reflect FEMNET’s organizational culture and feminist ethos.
  • To propose mechanisms that ensure continuous reflection, learning, and accountability in applying feminist principles within institutional processes.

5. Key Deliverables and Outputs

The Feminist Organizational Development Consultant will be expected to deliver the following:

  • An assessment of existing policies, procedures, and operations, identifying gaps and misalignments with FEMNET’s feminist values.
  • A clear road map of the key priorities, recommendations and detailed outline of short-term fixes and long-term steps to integrate feminist systems, including staff training.
  • Propose a feminist accountability framework and guiding tools to measure progress in institutional practices.
  • Recommend practical steps to create an inclusive workplace and sustain a feminist organisational culture.

6. Required Qualifications, skills and Competencies

Academic Qualification

  • Academic qualifications in gender studies, human resources, organization development / Development Studies

Experience, skills, and competencies

The ideal Feminist Organization Development Consultant should possess the following qualifications and experience:

  • Proven expertise in using a feminist approach to organization development and capacity strengthening.
  • Experience working with feminist organizations or projects in
  • Strong knowledge of gender equality, women’s rights, and feminist
  • Excellent facilitation and communication
  • A track record of successful organizational development projects

7. Duration of Assignment

The assignment will be conducted over a period of 15 days

8. Liaison, Coordination and Reporting

The consultant will work closely with Executive Director and the senior leadership team at FEMNET Secretariat. Prior to the start date, the consultant will be required to have a briefing session with the mentioned staff to discuss the assignment and expected deliverables.

9. Selection of Consultant

The consultant shall be contracted by FEMNET. The contract will include Withholding Tax (WHT) deduction in line with laws of contracting where FEMNET is headquartered. A WHT certificate will be issued to the consultant. Payment will be done through bank transfer to the consultant bank account. FEMNET will not meet the costs of bank charges. Payment schedule will be agreed upon with the consultant upon successful selection. In case of team/firm applicants, a designated assignment contract manager will be the contact between FEMNET and the team and responsible for all deliverables.

10. Intellectual Property Rights

The consultant expressly assigns to FEMNET any copyright arising from the outputs produced while executing the service contract. The consultant may not use, reproduce, disseminate, or authorize others to use, reproduce or disseminate any output produced under the service contract without prior consent from FEMNET.

11. Terms of Service

This is a non-staff contract and therefore the consultant is not entitled to insurance, medical cover or any other status or conditions as FEMNET staff.
