The African Women’s Development and Communication Network (FEMNET) is a pan-African, feminist and membership-based network based in Nairobi, Kenya with over 800 individual and institutional members across 50 African countries and in the diaspora. 2. Background
Rapid advancements in digital technologies, data systems and artificial intelligence (AI) have transformed social, political and economic spaces. While these technologies offer opportunities for innovation and organising, they have also intensified and diversified forms of Technology‑Facilitated Gender‑Based Violence (TFGBV) targeting women and girls.
TFGBV includes online harassment, cyberstalking, doxxing, non‑consensual sharing of intimate images, digital surveillance, gendered disinformation and AI‑generated abuses such as deepfakes. These forms of violence disproportionately affect women, women human rights defenders, activists and those at the intersections of multiple forms of marginalisation.
Under the ACT Programme, and in line with Output 1.2 on knowledge creation to eliminate violence against women and girls (EVAWG), FEMNET convened a Teach‑in Session on Feminist Digital Resistance, focusing on TFGBV, data justice and feminist responses to AI‑driven harms.
To support evidence‑based advocacy and policy influence, FEMNET seeks to engage a consultant to develop a feminist policy brief on TFGBV, drawing from the Teach‑in outputs and relevant regional and global policy frameworks.
3. Objective/Purpose of Assignment
The purpose of this assignment is to develop a concise, feminist and policy‑oriented brief that analyses the dynamics of TFGBV particularly in relation to AI and data systems and proposes actionable recommendations for policymakers, regional bodies and other key stakeholders.
4. Scope of Work and Terms of Reference
The consultant will be responsible for the following tasks:
- Participate and contribute in the online Teach in Session on Feminist Digital Resistance, including any preparatory or coordination meetings as required by FEMNET;
- Document, analyse and synthesise key insights, discussions, feminist perspectives and recommendations emerging from the Teach in Session;
- Conduct a targeted review of relevant literature, policy frameworks and existing research on Tech Facilitated Gender Based Violence (TFGBV), feminist digital resistance, AI and data governance;
- Develop a concise feminist policy brief (2–4 pages) on TFGBV and the template of the policy brief will be agreed upon by both the consultant and FEMNET.
- Formulate clear, actionable and survivor centred policy recommendations for policymakers, regional institutions, technology companies and other relevant stakeholders;
- Revise and finalise the policy brief based on feedback from FEMNET.
5. Key Deliverables and Outputs.
The consultant is expected to deliver the following outputs:
- A short synthesis note capturing key discussions, feminist insights and policy‑relevant recommendations emerging from the Teach‑in Session;
- One final policy brief (2–4 pages) on Tech‑Facilitated Gender‑Based Violence (TFGBV), integrating Teach‑in outcomes and aligned with FEMNET’s advocacy priorities;
- The policy brief to be submitted in both editable Word format and final PDF format, incorporating feedback from FEMNET.
6. Required Qualifications, skills and Competencies.
Academic Qualifications
- Advanced university degree in gender studies, social sciences, law, public policy, development studies, human rights, or a related field;
- Strong grounding in feminist and intersectional analysis, with a clear understanding of the realities of women’s rights movements, digital activism and advocacy across Africa.
Technical Expertise
- Demonstrated experience in policy analysis and development of policy briefs, preferably within feminist, gender justice, digital rights and or human rights contexts;
- Strong knowledge of Gender‑Based Violence (GBV), with specific expertise in Tech‑Facilitated Gender‑Based Violence (TFGBV) and the ways digital technologies and AI exacerbate existing structural inequalities;
- Solid understanding of feminist digital resistance, data justice and AI‑related harms, particularly impacting women, girls and women human rights defenders;
- Proven ability to synthesize outcomes from feminist convenings (such as teach‑ins, dialogues or workshops) into clear, concise and action‑oriented policy messages;
- Experience working with women’s rights organizations, feminist networks, civil society movements or international NGOs at national, regional or continental levels;
- Familiarity with African regional and continental policy processes, including African Union frameworks and broader feminist advocacy spaces (e.g.EVAWG, digital governance processes), is a strong asset;
- Excellent writing, analytical and synthesis skills in English.
7. Duration of Assignment.
The consultancy will be taking from 1st July – 10th July 2026. The consultancy period will be 7 working days including the draft review process and the final submission.
8. Liaison, Coordination and Reporting.
The consultant will work closely with FEMNET SRHR Team at FEMNET Secretariat. Prior to the start date, the consultant will be required to have a briefing session with the mentioned staff to discuss the assignment and expected deliverables.
9. Selection of Consultant.
The consultant shall be contracted by FEMNET. The contract will include Withholding Tax (WHT) deduction in line with laws of contracting where FEMNET is headquartered. A WHT certificate will be issued to the consultant. Payment will be done through bank transfer to the consultant bank account. FEMNET will not meet the costs of bank charges. Payment schedule will be agreed upon with the consultant upon successful selection. In case of team/firm applicants, a designated assignment contract manager will be the contact between FEMNET and the team and responsible for all deliverables.
10. Intellectual Property Rights.
The consultant expressly assigns to FEMNET any copyright arising from the outputs produced while executing the service contract. The consultant may not use, reproduce, disseminate, or authorize others to use, reproduce or disseminate any output produced under the service contract without prior consent from FEMNET.
11. Terms of Service.
This is a non-staff contract and therefore the consultant is not entitled to insurance, medical cover or any other status or conditions as FEMNET staff.
