2. Background

Economic violence is one of the most insidious forms of gender-based violence, profoundly affecting women’s ability to achieve empowerment and economic security. In Madagascar, this type of violence takes various forms: deprivation of financial resources, control of income, restrictions on access to education or training, and barriers to formal employment. These practices not only limit women’s autonomy but also reinforce structural inequalities and economic dependencies, exposing them to other forms of violence and precariousness.

The 2018 MICS survey revealed that a significant percentage of women in Madagascar experience violence, including sexual violence. Human trafficking, both internal and external, remains prevalent but underrecognized, further exacerbated by economic dependence and vulnerability among women. Economic empowerment, combined with psychological support, is crucial for survivors to rebuild their lives and avoid returning to harmful situations.

FEMNET in close collaboration with AKF’s AGECS Program is implementing a Gender Equality Advocacy in Practice (GEAP) project to strengthen the policy advocacy capacities of CSOs/WROs that are advancing gender equality and women’s empowerment to effectively advocate for gender transformative policies and practices at national, regional and global policy spaces through co-created gender transformative interventions. Directly, the GEAP project targets GEAP partners and indirectly the policymakers, government officials, women rights organizations, gender activists, religious and cultural leaders as key influencers of gender equality and women’s empowerment. Last year, AGECS -GEAP partners in Madagascar – Women Lead Movement (WLM-MDG) and La Platforme held a joint advocacy activity which engaged public service officials from the Ministry in charge of Population, National Office for the fight against Human Trafficking ( BNLTEH) , Ministry in charge of Public Security, Ministry of Education, Ministry of Technical Education And Vocational Training, representatives of religious leaders and local government authorities, and AGECS project beneficiaries in Madagascar. The joint advocacy activity discussed women’s inclusion in technology and digital fields and professional integration of women survivors of sexual and gender-based violence and human trafficking.

The outcome of this workshop necessitated the development of a policy brief on Social and economic reintegration of SGBV and Human Trafficking survivors.  

3. Objective/Purpose of Assignment

The main objective of this assignment is to:

  • Conduct a clear analysis of the status of reintegration of women survivor of GBV and human trafficking, this will include successes, the challenges and barriers survivors face
  • Review of policies and data at global, regional and national level that support reintegration and identifying gaps and needs for further advocacy actions to ensure comprehensive policies, laws and data that support their reintegration into society.
  • Review the multi stakeholder approach proposed in combatting GBV and human trafficking and ensuring reintegration and seeing how key stakeholders e.g the private sector and communities can be part of the process
  • Provide well structured & actionable evidence-based recommendations to policymakers, governments, and stakeholders on effective interventions to facilitate survivors’ recovery and independence.
  • Review the Provisions on Workplace Harassment and discrimination in Light of the 2024 Revision of the Malagasy Labour Code (Law No. 2024-014) and provide recommendation for it’s implementation on the workplace.

This comprehensive policy brief will serve as a critical advocacy tool for CSOs to engage policymakers, development partners, and implementing bodies in advancing inclusive employment and safe workplaces for survivors. It will offer evidence-based policy options and practical recommendations to national stakeholders and private sector partners, urging the adoption of inclusive policies that creating sustainable employment opportunities for survivors, ensuring their professional empowerment and long-term social integration. Additionally, the brief will underscore the necessity of establishing safe, harassment-free workplaces where all women employees are protected from discrimination, emphasizing that a secure and respectful environment is essential for promoting women’s participation, leadership, and career advancement. By aligning multi-stakeholder efforts—from governments to employers—the brief aims to drive systemic change, fostering economic justice and equitable opportunities for survivors and women in the workforce.

4. Scope of Work and Terms of Reference

Specifically, The consultant will:

  • Conduct desk reviews on existing relevant literature, including reports, policy and legal documents, and research studies related to GBV and human trafficking and reintegration of women who have been affected or survived GBV and human trafficking .
  • Conduct sample interviews with key stakeholders such as government officials, civil society representatives, development partners, and the SGBV Survivors.
  • Provide a clear analysis of the existing barriers hindering reintegration of SGBV and Human Trafficking survivors back into society.
  • Provide a well-structured Policy Brief with key recommendations and possible actions that will serve as a guideline for the survivors in Madagascar.

5. Key Deliverables and Outputs.

A well-researched and concise policy brief on Social and economic reintegration of SGBV and Human Trafficking survivors in Madagascar which clearly outlines and analyses the prevalence and impact of SGBV and Human Trafficking in Madagascar.  It will also highlight the key Challenges faced by survivors during reintegration and also assess the existing policies, legal frameworks and institutional responses with actionable recommendations.

6. Required Qualifications, skills and Competencies.

  • Advanced degree in gender studies, public policy, communications or a related field.
  • At least 5 years working experience in in policy analysis, development, and advocacy.
  • Experience in the development of human rights policies, procedures and publications.
  • Demonstrated expertise in and interest in advocating for women’s political leadership
  • Strong research, analytical, and writing skills.
  • Proven ability to engage with a wide range of stakeholders A motivated human rights advocate
  • Should demonstrate comprehensive understanding and alignment with Pan African feminist principles as outlined in the African Feminist Charter.

7. Duration of Assignment.

The consultancy will be undertaken over a period of 15 days and the consultant will be expected to start working immediately upon the signing of the contract.

8. Liaison, Coordination and Reporting.

The consultant will work closely with  Project Coordinator; Transformative Women’s Leadership at FEMNET Secretariat. Prior to the start date, the consultant will be required to have a briefing session with the mentioned staff to discuss the assignment and expected deliverables.

9. Selection of Consultant.

The consultant shall be contracted by FEMNET. The contract will include Withholding Tax (WHT) deduction in line with laws of contracting where FEMNET is headquartered. A WHT certificate will be issued to the consultant. Payment will be done through bank transfer to the consultant bank account. FEMNET will not meet the costs of bank charges. Payment schedule will be agreed upon with the consultant upon successful selection. In case of team/firm applicants, a designated assignment contract manager will be the contact between FEMNET and the team and responsible for all deliverables.

10. Intellectual Property Rights.

The consultant expressly assigns to FEMNET any copyright arising from the outputs produced while executing the service contract. The consultant may not use, reproduce, disseminate, or authorize others to use, reproduce or disseminate any output produced under the service contract without prior consent from FEMNET.

11. Terms of Service.

This is a non-staff contract and therefore the consultant is not entitled to insurance, medical cover or any other status or conditions as FEMNET staff.
